Well blue car + yellow accent ≠ classy, I think it would just clash too much. One of the things I had trouble with selecting my caliper color was what went good with blue, red and yellow just clash way too much, so I went with dark blue and black.

Also I don't have photoshop.

I think without a yellow lip, it'll just look like another black wheel and nobody will think twice about it.

Technically, Yellow and blue are a good match if you go based on color rules. Orange would be the perfect match, but yellow is close enough that you could get away with it.
