Enough for oil pressure, maybe 10 revolutions.

And now confirmed no oil is going into the oil pan. It's bone dry

You add 4 qtrs & check the oil & it doesn't show? Who put the motor together?

Yea, I'd think it would be. I'd be pulling it out as it'll need to come out anyhow. Call the guy/shop that did it & take back to them.
