I have a '12 Focus, and like my wife's Volvo, when you remove the key from the ignition, both cig lighters power off. Before the Focus, I had a '05 Escape, and one of it's cig lighters would always stay powered on, which I really liked. I could charge my cell phone while in a store. Is there an easy way to enable this on one of the Focus's lighters?

Have you checked this through the window after 15-30 minutes without opening the car door? If not then I wouldn't be so sure ot say that they are always on, there is a delay period after the car is shut off or a door is opened after it has sat for a while during which time the plug has power, but its supposed to switch off after a period of time (15-30 or so minutes from what I've heard or read.) I'm fairly certain that mine aren't on all the time with the car off or my phone would have charged more when I left it plugged in that other time.

I liked having one that would always remain powered, and one that shuts down. I plugged my GPS into the one that powers down, so it wouldn't stay on all the time, and would plug my cell charger in the always on plug. I may ask the dealer about it the next time I go in.
 
You should be able to configure your GPS to power down / sleep after a period of no movement. Also your GPS pulls so little power its about in the wash you should be able to power that thing for days if not weeks and still be able to start the battery.
 
For a do it yourselfer. Take about 10 minutes and a piece of wire to go directly to battery, be sure you fuse it!
If you do that, make sure that the wire you disconnect from the power receptacle is well shielded off so that it can't short. I would use a wire nut and then tape over it using Scotch 33 or 88 which is the only electrical tape I know of that can survive 250F temps without losing adhesive. It can be found at hardware stores, but costs 5x what cheap tape costs. That's what we use in the industrial electrical world. After a couple of wraps, stretch it as tightly as you can. It will contract over time which helps it adhere also.
