Assuming the logo is just glued on.
I have had good luck with projects like this by saturating the underlying adhesive with goo-gone. apply goo-gone with a syringe*. It might also be good to make a dam with tape (so the goo-gone does not flow all over the cover in case you get to much on). Regardless, cover the whole wheel cover with saran wrap as goo-gone contains petroleum by-products (again, just in case). After about 1-2 hours, you should be able to begin to (gently) pry the top of the logo away from the cover. If it is still very 'stuck', use the gap to apply goo-gone to the interior or behind the logo. Once the logo is off, the remaining adhesive should come off fairly easily (it should be well saturated by this point. see tip below)). Clean-up with DAWN Classic dishsoap and water (DAWN will encapsulate the petroleum by-products).
Tip: Use flat style wood toothpicks as mini-scrapers once the logo is off. This prevents you from scoring the cover using to much force (get to frisky and they break).
*I get syringes from my vet (often for free). You want one with a short needle that has a large bore. Just tell the vet what your using it for. I have never gotten any static.
