2014 0087 Starting Issues

Friends car, 2014 focus s, 75000 miles, code 0087 turns over but wont start. First thing i noticed was some milky oil so I changed that out with a new filter after turning it over by hand to ensure not seized.
Found out it wasn't getting power to the in-tank pump so I rigged 12V to it on a switch for troubleshooting and it still wont fire up.
-Swapped the ignition relay (not sure if thats connected) checked fuel pump fuse.
-New fuel pressure sensor
-Even swapped out the high pressure pump as a last ditch despite my better judgement.
-gas smells a little sour so i might swap that out but im losing optimism.

At this point i think it has to be an electrical hiccup or something non related to the fuel system. Can someone point me is a direction?
Do these things really not have emergency fuel shutoff switches? Thanks in advance.

The P0087 is Fuel Rail/System Pressure - Too Low. This can mean nonexistent pressure as well. If the low pressure pump in the tank won't prime when you turn the key to on then that's likely the problem here, not the high pressure pump. You probably need to drop the tank and swap it out. Of course I'd test it first by giving it 12v directly and test the feed wire to it for 12v with the ignition on.
If the gas has been sitting it's not an issue. Old gas will combust just not at peak engine efficiency. Besides that's not going to cause the fuel pump to not work or give a P0087 code.
If you swapped the relay and checked the fuse and it still won't prime then I'd check the pump and the wiring to it.

The 2014 Focus had a recall attributed with his code for the fuel pump.

Though Ford doesn't offer supplier details in its press release, this recall appears to be an expansion of the Bosch fuel pump recall that's already affected vehicles from BMW, Nissan, and Volkswagen. The underlying problem is identical, involving "nickel plating on the fuel pump, which may cause it to seize. If the fuel pump seizes, a vehicle may not start or may stall while driving. An engine stall without warning while driving increases the risk of a crash."
The recall includes Ford Focus vehicles built between October 26, 2013 and May 22, 2014 at the Michigan Assembly Plant.
I would imagine that it already had the recall done but there are always those people that wind up not taking their cars back to the dealer for anything so it's possible that it hasn't been performed. There was also a separate TSB with this P0087 code that involved the PCM needing an update to correct. However, with this particular issue it would restart during a new on/off ignition cycle. That's obviously not happening in your case.

Ive verified that the pump works when it gets 12 volts, but testing the input wire showed it isnt getting voltage when the key is turned.

Ive been trying to find a good wiring diagram so I can find the trouble spot... But havent been successful.

Here are the fuses ive checked, missing any?
Fuse 56 fuel pump supply TMAF under glove box
Fuse 28 TMAF fuel relay feed under the hood
Relay 16 Ignition under the hood

I still think its weird that I can bypass power to the pump, ensuring fuel supply to the high pressure pump, and it still wont start.

Probably because something else in addition to the fuel pump isnt getting power. Have you checked for spark and injector pulse while cranking?

Ive been trying to find a good wiring diagram so I can find the trouble spot... But havent been successful.
