Fuel Pump Relay is under the hood.
The relay you're hearing is probably the Starter Relay.
If it's pulsing, I'm wondering if the Starter Solenoid is arcing, loose or damaged.
Or even worse, something in the fuse box is wired wrong or grounding out.

From what I've read r18 is for the rear window wiper? As the motor and all wiring came out of a hatch back and mines a sedan. I'm guessing its not seeing the rear wiper (as its not there) and that's why its clicking? Any objection to me removing it all together?
 
Your best bet would probably be to get a wiring harness from a early zetec equipped sedan model. The hatchback's wiring is a little different than a sedans, as your finding out.

I'm trying to spend as little on this car as possible and ripping out the whole harness is out of the question. Could a pats issue cause the ------ on my gauge cluster? I have 3 total keys. I was told that two keys came with the 01 car and one came with the whole swap from the wrecking yard 03. I'm curious why I can open my doors and trunk with all 3 keys and all 3 work in my 03 column (currently the one installed) and the 01 one in my trunk. Can any focus key open my locks? Also anyone know the pin outs for the hazard switches? Trying to see if the pats lights giving me error codes or not.
