The converter section is rusted on the rear side of the flex pipe and noisy. One shop quoted $1150 to replace it. The part, Walker 16453 costs $255. Another shop quoted $150 to patch the pipe using mig welding. I see two options: 1) get the pipe patched for $150, 2) replace it myself for $255. What should I do?

I would have it welded.
That job is a pain in the rear end. A lot of that stuff is going to be rusted.
It's possible you could have bolts break, studs break the oxygen sensors could be stuck, and honestly they should probably be replaced anyway if you're going to take it out.
I believe both of those are actually a fair price.

Thank you for good advice from both of you. I bought the car for $2900 in January 2018, so I don't think it makes sense to replace the converter for $1150. It could be a tough job to do it myself because of rust. Also the cross member under the converter might have to come out. There are some other places near me with good reviews that I can also get estimates from. So I plan to visit those shops and then pick the one I think is best.
