I found this piece sitting loose under the back of the engine while doing an oil change today. I looked and don't see where it came from or what it's for. Any ideas?

Ok I looked and I think that's it. Only problem is it looks like the one boot doesn't have an inlet on it for the tube. The other side does. Does this mean the one has been replaced? I don't use the tube I guess? Should I plug the one boot that does have an inlet?
It's made so you can have a somewhat closed system. As your turn the wheel the air from one side of the rack boot goes into the other side.
Should have it on both sides. Look for the clamp bands that Ford uses vs just zip ties or hose clamp. The other boot might have rotated around and is just not visible.
