would ecu stop engine form starting with no coolant?

hi i have a crash damage 2006 focus sport im fixing up its got a 1.6 zetec.

theres a leek in the water pump and the engine is more or less completely dry.

what i wanna know is would the ecu sense this and stop the engine from starting?
because i cant get her to start up! also the engine warning light is on, could this be from the coolant aswel?

If it's a crash damaged vehicle, the fuel pump inerital shut-off might have been triggered. This will remove power from the fuel pump and prevent it from starting. I believe it is located in the passenger kick panel and can be reset simply by pushing it. The owners manual should have details.
