Easy cheap fix: pull the fuse. Put it back in when it's raining.

Harder fix: find the short that's putting power to the wipers, after checking that the stalk switch is good.

OP didn't post location, but with a 1.6 it isn't USA or Canada.

Another two options for the issue could be either a bad relay or a bad switch.
