What is the difference between svt and non-svt rotors? Is the size of the rotors the only difference?

Yes.

The SVT front brakes are really just larger versions of the same brakes on non-SVT Foci. All of their advantage comes from their increased size. Not to make light of it, as the SVTs braking is on par with a Porsche 911, but there's nothing special about them.

The SVT Brakes are really good but when you do a brake job you
have to order the parts. Most of the time nobody has parts for the svt.
The dealer most likley won't have them either. But other than that they work
great.

so as long as I have biger wheels i should have no problems putting these on a non svt?

The stock 16" wheels are the minimum size required, although I've heard that there are some aftermarket 15's that can fit. Overall, I'd just go by 16" or larger.

careful of just slapping SVT rotors on your regular calipers. upgrading to bigger rotors w/o calipers that fit them leads to NOT WORKING!!!!

i have 17'' wheels so that is not a problem but I still have stock se cals, do these need to be upgraded as well or will they work?
