does a parent get a refund for a 17 year old?

If that's what you're asking, it depends. It always depends on if that person is dependent on the parents... it could be a 35 year old unemployed person who is still dependent on their parents and they can claim them, thus get the deduction for them. The more deductions the taxpayer has, the more likely they are to get a refund.

But you could still have a 17 year old who claims themself... if they make more than 1/2 of their income on their own.

The only real rule is that the person being claimed cannot claim themself as well. One person, one tax deduction.
