I am wanting to know what is the real purpose of having the inner fender insulator??

The one that I am talking about it relaly looks like a piece of fabric behind the

windshield washer tank.

I tried to get it from the dealer and it was $50.00...To me that is way to

much for a 10 inch piece of foam.

Will it hurt anything inside or outside or the performance of the car if I do not

care to install one?

Won't hurt a thing if left out. All it is really there for is to deaden the road noise, nothing more. And honestly I don't think it does that great of a job. I tore mine out long ago and didn't notice any difference in transferred cabin noise.

Something you could try in it's place though is some type of sound absorption mat, like Dynamat, Hush Mat or the like. When installed properly it's some pretty rugged stuff (I actually have the Dynamat Heat rejection stuff on my fuel tank, too large of muffler and it was rubbing my tank and melting it, just fine now 4 years later).
