I have a 2007 SE Sedan DOHC. The power steering pump is noisy and has been discharging fluid out thru the cap. The car turned hard to the right and made the typical power steering pump moaning noise. I figured the power steering pup was bad. Changed it and still have the same problem.

Could it possibly be the rack and pinion? If so how many hours does it take to change it out? Bad job?

The noise and foaming is a result of air being drawn into the system.

Since not the pump (you already changed that), then has to be suction line between pump and reservoir.

I wonder what would make the power steering fluid come out of the reservoir cap? It must be building pressure somewhere to do that............

Sucking air in creates additional volume in the system and so it starts overflowing the reservoir.

With car off, fill the reservoir to the very top with Mercon V and then hold your hand on it to prevent it from leaking. Squeeze suction hose to create pressure and see where fluid comes out.
