Ok, this seems stupid but I went to remove the cover from the PCM this morning and it is not coming off easily. It is held on by four torx head screws (or bolts, I can't tell yet) that are easily accessible with the wheel well plastic shield removed. However, when I put a wrench to them, they just seem to spin without backing out. I can feel the back end of the screw or bolt spinning on the other side of the housing but I don't feel a nut that needs to be held while backing out the fastener.

So what's the trick in getting the cover off?

I found a stock photo of what the back side of the housing looks like. There are metal threaded inserts molded into the plastic so all I can figure is that there must have been some corrosion between the insert and the bolts (they put this in the wheel well area - go figure). So, the insert must just be spinning in the housing. See the image below. Not sure how I'm going to go about getting this off now. Any ideas?
