When I unlock my passenger door on my 2002 Focus SVT with the key fob, I can't open the door from the outside. If I open the door from the inside, and then close the door, I can then open the door from the outside. When I press the unlock on the keyfob, I can see the passenger door unlock...but its as if the unlocking mechanism only moves the lock 90% If I press the unlock on the keyfob and then pull the lock 10% more I can open the door from the outside no problem. Does anyone have any idea what I can do to resolve this? Thanks.

Try taking the door panel off and see if you can find where it is getting jammed. Maybe try spraying some graphite lube on the mechanism.
Sounds like something is bent, broken, or corroded.. But could be a dying actuator too.
