This is a vulnerable area for wind noise on many vehicles. You normally would hear this noise at higher speeds.
The fix, without removing the mirror or door panel. Remove the switch housing. Pull the front edge of the housing toward you, till it un-snaps. Then push the loose housing toward the rear edge of the door. There are two more clips at this edge.
Don't un-hook the wires....not necessary. Fill in the interior space of this housing with as much foam as you can fit in there. I used pieces of soft foam from a piece of water pipe insulation. You might have to remove a little foam to get the housing to snap back on. You want as much foam in there as possible. If you still hear some wind noise, you may have to remove the mirror itself for more sealing. Before reinstalling the housing, push some more foam into the small gap around the opening at the edge of the door panel.
