is it possible to add HIDs to the ST170s and still be in the "specs" of not melting it?

Yes, HID's actually run cooler than regular bulbs. No worries of melting anything.

You can try to find some H7 HID's that is what is in the Low beam.

I have ST170s too, I know what the cutoff looks like. But when you add the extra light that comes with HIDs (which the reflector housings weren't designed for by the way) you get glare that leads to oncoming traffic being blinded. To put all that light to good use, you need projectors which in your(our) case would mean a retro-fit. Or buying lights with projectors. Do what you wish, that's just my 2 cents
