If its on the inside, it's probably condensation, which should burn off with the lights on. Also, you can tell condensation, because it's little bubbles. On the fogginess, do a google search on "polishing plastic lenses" should find plenty.

If its really bad on the inside.. This is a pain, but you can take out the bulb and use a hairdryer to remove the condensation and dry it out.

I bet they're stock chrome ones aren't they? Had major condensation in mine. Took them out, dried them out, siliconed the seals...and it just came right back. Got a set of stock smoked bezel 2003 lights, never had the problem again. Seem like the bulb access covers were the problem...early ones have the twist on plastic cap, my '03s have big rubber plugs. That's my guess anyway...
