I am looking to install a racing header on my 02zx3. Will I have enough room to take off the stock and install the new one w/o having to remove the cooling fan assembly for additional clearance?

Yes. You may have to lower the cat however. because of the studs on the top part of the cat.

If you are going straight long tube, which is a "racing header" you will have room but its easier they just push up and unclip and drop down.

It is definitely possible to do it without removing the fan assembly but it just makes it a lot easier when you have ample room. I managed to do it myself but there are a couple of bolts that are on the exhaust manifold that are just a pain to get to. Best thing you can do is to drop the catalytic converter down so you have a little more room to work in that cramped spot.
