i disagree. start from the inside and work your way out. the point is to keep the metal from warping and if the flange is distorted even a small bit working from the outside in can leave you with a leak in the center.
Technically it would be from the center out, but come on, its not going to make any difference at all. Its not torque sensitive. Just put it on and tighten evenly.
