It can be done, but takes more time than usual panels. The texture has to be sanded out first but after that it's prep and paint as usual. I had my rear valance done at the start of last year and it's still holding up perfectly, even after one of our long, harsh winters.
However, for extra protection I did have the areas immediately behind the rear tires covered in 3M to protect the paint from anything being kicked up.
