Too radical. Way too radical for any consumer automobile. I could see the car magazines already preparing their last place finish in their "tests" because of this steering wheel.

Besides, where would females place their palms facing face when turning that steering wheel? There's no circle to reach up under.

It would work, if the rotation of the steering control is made sensitive to the whole turning radius of the wheel in up to a quarter turn of the steering control.
Even then, fly by wire tech for cars would have to be far more sophisticated to get to the point where failure of the steering mechanism has built in mechanical linkage to still be able to control the car. Just like in the aviation industry.
On another note, that sharp pointed edges at the bottom of the wheel, totally safe close to where airbags would deploy...derp.
