It has more to do with how the exhaust pulses are separated and combine than it does with the mass flow of the exhaust.
Think of it this way,
you fill you bath tub with water and use your hand to push the water around, your goal is to move the water around to disperse the heat evenly. Now your hand moves the same amount of water no matter how or where you start from. If you start from one end and push it to the other in roughly the center you will have ripples that meet and fight each other. if you work from an edge the water will work it's way around the edge and the ripples will not combat each other. hopefully you can visualize that, if not play in the tub next time you shower, lol.
Basically what I'm saying is the SVT is considered a tuned length header while the short ones are only done so to fit, not for maximum power. In a tuned header the exhaust pulses are still divided as they merge into one tube, each one pushes the first pulse and helps it keep momentum.
