what causes this?

Book claims emmissions, but my vehicle just passed Emissions test for Ontario

Many things can cause this. You need to get the code read, via the OBD-II connector in the lower left of the dash, using a code reader.

make sure they didn't unhook anything while they checked it out and didn't put it back. I have done that several times. Just a guess though.

you can go to most any auto zone and they can scan it to whats throwing the code. Usually something small like a bad sensor or whatever.

book says gas cap could be on wrong but I've retightened it and light stays on

If it is the gas cap, it may take a while for the light to go out, as the test cycle for the fuel system vapor integrity is not continuous.

You need to get the code read, as speculation is a waste of time when there is a code stored that will likely point to the cause.
