ok what does it mean when it says that the manifold has a EGR block off plate?? does it mean it has this thing, circled in red, connected to the manifold?

no not at all there is a pipe going from the intake manifold to the exshaust manifold on most cars if you have a block off plate there will be no pipe but a plate mounted in place of it.
