I'm aware that some cars (including Hondas) go to a 0% fuel injector duty cycle when the throttle is closed, the car is in gear, and the engine is above a certain RPM. Therefore, when coasting or downshifting for engine brake, there is no fuel at all going to the cylinders above a certain RPM. Further still, this is a reason to stay in gear when decelerating/coasting instead of putting it in neutral. Is this true for variants of the Duratec 23? If so, what's the minimum RPM where the injectors are not supplying fuel?

Yes.
Almost all newer cars (anything OBDII and CAN) has fuel cut on decel, for a manual trans at least.
