im looking to get pretty much the front and rear bumper of this car exactly the same

eBay or look around the forums.

Those are stock euro bumper covers and are $40 each unpainted on eBay...only problem is, no one will ship them...

or there are places that will ship them here, but expect to pay quite a bit more.

Just so you know, those are the "facelift" bumpers. You can also look for ST170 bumpers as they are quite similar.

And is it hard to do by hand?

Try Rock Auto as well. You just have to make sure you select the EU flag and click on the EU Focus from years 2002 to 2003. 2004 was a half year and too confusing ot know what the months are. Only difference in the ST 170 and the face lift focus was the bumper rub strips are painted on the ST and the fog lights are different. The bumper covers are the same.

You mean paint with a brush or roller? No way, you have to spray auto paint.

Painting isn't hard if you know what your doing. But if you've never sprayed paint before, you can mess it up quickly.
