Hi,
2003 Focus Wagon has developed a problem. The brake lights will no longer work with the ignition off. Work fine otherwise. Also, the bigger issue is that the car won't pass inspection since all the emission flags are set to "Not Ready"
I believe the 2 issues are related, don't think I have any emission issues but it is like the battery was removed - it wasn't, I think it is because the circuit keeping some things like the stop lights active has blown. ( wiring diagrams say that branch fuse (42) is supposed to be hot at all times but it does not get power until the ignition is turned on.
The diagram says "overload protected" and I think that protection has been blown - where is it located??

Thanks in advance. Travis
