Lighter Ports and Power

I have purchased a dash cam and a bluetooth receiver.

There are two lighter ports. The one on the right delivers power, but the one on the left does not. Is there a way to enable both?

The one on the right that delivers power doesn't cut power when the car is off and everything else powers off, so I have to remove the bluetooth receiver or the dashcam, so they don't drain the battery. Is there a way to get this port to shut off when everything else is off?

Change the power from battery direct to key on power on and that would do it.
