2008 1.8 gas ford focus radiator fan not turning off

hi i recently have started having problem with my radiator fan not turning off. it wont turn off even when i switch off the engine. its gotten worse in every use at the beginning it will usually turn off after 5-10 mins after turning off engine. it then became to i have to remove the battery terminal to turn it off then be able to put the terminal back again immediately and the fan is still off. Now it just will not turn off anymore and i have to remove the terminal every time and not be able to put it back immediately because the fan will just stay on. Even after letting it cool down from night to day, the fan turned on after putting back the terminal. can anyone help me before i bring it to a mechanic, i think its just a relay but i think i pulled every relay and fuse in the engine fuse box and the fan still stayed on. if i havent can anyone tell me what relay or fuse to pull? i will take a pic of my fuse box when it becomes morning if that helps. some additional information:

-the fan is at high speed. now the fan is always at high speed even after letting it cool for hours after putting back the terminal the fan will turn on again at high speed

-before when it was not on all the time when i don't use a/c it wont have this problem
