Just to eliminate a few things, pull fuse #18 (the oxygen sensors), disconnect the plug to the ignition coil, and also disconnect the ignition coil capacitor.

Put in new fuse and see if it still blows.

just looked up a fuse box
  • 30a - Starting System, Ignition switch
  • 20a - Electronic Engine Controls,Heated oxygen sensors (HO2S), Engine Ignition, Fuel injectors, Digital Transmission Range (DTR) sensor, Gearshift lever unit to transmission overdrive cancel switch, Engine Cooling, Fuel pump relay

now other things tied to that 20a fuse other than the 30a
  • 50a - High speed fan control, Engine cooling fan
  • 15a - Heated oxygen sensors (HO2S)
  • 15a - Inertia Fuel Shutoff (IFS) switch, Fuel pump driver module
  • maybe some others

my bet is on the cooling fans, those things love to do weird shit at the worst times

Fuse #9 is the engine management system.

Those other items, such as the fans, are controlled through relays and would not blow #9 fuse unless the coils on the relays were shorted.

Fuse #18 is downstream from #9 and that is why I am suggesting to pull it.

Many things are in fuse #9 circuit and this may require a process of elimination to find the offending item that is causing the fuse to blow. Of course, there may be a short in a wire harness, but I am thinking a failed part is more likely.
