It would be clearer to state it this way: You can program a third chip key by yourself if you have two working chip keys. If you have only a single working chip key, programming another by yourself is not possible; a dealer or locksmith is required but it is possible. Having two keys to program another is considered an "anti-theft" feature of sorts.
Can't comment on your question re: remotes.

I took delivery of my 2015 Forester yesterday, and I am in the process of getting it set up the way I like it.One of the things I always carried, during the ten years I drove my2004, was a spare car key. The key was a flat metal duplicate of the factory key and it made almost no increase in the thickness of my wallet. Twice during those years I locked the car with the keys left in the ignition, so twice I was rescued by my spare key.My dealer refused to give replaced keys then i hire Locksmith in Boca Raton,they made me satisfied with their experienced work.

From reading through the threads, I am up creek without key. Lost my car keys both sets have an older model ford focus and took the tumbler from it and put it in the 2006 key turns everything lights up steering unlocks security flashes quickly and does not turn over. Anyone know what I can do nearest dealer is two hours away. Ugh.

Another option, is to have a locksmith come to your location.
