Still having high idle issue.......

When i bought this car the PCV hose was disconnected under the manifold and when i did the clutch i connected it back up. that is when i started having this issue.Checked for Vacuum leak. (old fashion way).
replaced TPS sensor.
the IAC was brand new ford ( they were having this issue so they unplugged the pcv hose to lower the idle.)
I replaced the pig tail on the IAC.
If someone starts the car the IAC plunger moves so I assume that things are there working correctly.
If i unplug the IAC car idles down if its pluged in and you just touch the throttle it goes up to 2500-3000 and slowly comes back down.
new motor craft 02 sensors .
New pcv valve.
All pcv hoses look good.

All codes lead to a vacuum leak.
What am i missing or where should i be looking. Car is going to the shop if i don't figure this out soon.
