if you do it right by shopping around and getting deals on components and doing most or all the building and fabrication yourself you can have a fully built turbo focus capable of 400+whp for around 5k. drop 1.5k on a twin disk and you can push to the limit of around 700whp if you want if you have a turbo that can do it.

Is it possible to have a custom turbo setup smog legal in CA? I know you can referee an engine swap, but not sure about engine modifications....

I've yet to see any aftermarket turbo system that is CARB legal. I know that some of teh JRSC's are, but i think that is because they dont replace any part of the emissions equipment.

Another thing to note is that factory-turbo cars sold in CA have quite a bit of emissions equipment. My subaru alone has 150lbs of emissions equipment to meet carb standards: 2 catalytic converters, and an Air-pump to help dilute the exhaust.

This is why I keep saying that the best mk3 option is an ST swap, despite the fact that a custom turbo setip would produce better results.

V8 swap not even remotely worth it unless you just have money to burn and the time to go with it. Unless its enough money to have someone else do it lol. And of course as mentioned handling will be garbage and they are not as fast as a decent turbo setup.

When done correctly the handling is not messed up in a V8 swap. You remove a lot of weight up front when you remove the trans axle. Then you move the engine a little closer to the firewall.
