I wonder if going with the Ford Handling Package and not installing the front sway bar it comes with would be a good way to go, especially since I would be keeping 16" wheels...

It's designed as a complete kit, why would you want to not run the bigger front bar, unless you don't want to pay to install it, dropping subframe and whatnot

Because I don't want to induce more understeer keeping the stock size wheels... Sailor and other have mentioned that just increasing the rear will help prevent understeer.

I'd do a rear bar since that does give a nice bit of controllable oversteer but upgrading both can re-introduce more understeer. In most cases the front bar is a bit overkill.
