I was wondering if the spoke ford racing wheels from the 08 era will fit on a 2007

I am assuming you mean from an 2008-2011 Focus, then yes. All 2000 to 2011 Focus' use the same bolt pattern and spacing. In fact the 16 spoke 15" rims and 15 spoke 17" rims came stock on cars for almost that whole time frame.

About the only rim fitment issues I can think of is 14" rims will only fit non-SVT 2000-2004 Focus, the SVT front brakes need at least 16" rims (and some rare 15" will also fit but most 15" rims won't fit SVT front brakes), and the 2005 - 2011 Focus need at least 15" rims (unless upgraded to the SVT front brakes then 16"+ needed).

The SES wheels are essentially the same as the EAP wheels offered on SVT's in '04-'05 and the Ford racing wheels that are still sold.

Offset/size/weight are the same as these, just a slightly different finish/look:
