You're not alone..I've had my horn replaced twice from the dealer. If you do a quick search you'll see its a very common with all models and not just the SVT.

yeah, when it snows sometimes mine messes up...........but the way that i fix it is by actually holding the horn down, or "honking" it untill it sounds normal again, kinda annoying, but it saves a trip to the dreaded dealer, and it's worked so far for me...........

There was a thread on this subject a few days ago. The answer is in it ,I won't tell you to do search like everyone, who cares if there is an extra thread. SLIP STREAM SVT posted the exact tsb that you need and notice in big letters that it says "NOTE: THE NEW HORN MUST NOT BE REINSTALLED IN THE ORIGINAL LOCATION.". That is the problem, the idiots stuck the stock horn back in the wrong location 2 times (I'm on my third, and hopefully, last horn). Cut and pasted the tsb and tell them to make sure they put it in the right place which is not the original location. Here is the link to the other thread.

They are incorrect, take it to another dealer. When I put in my vin# this TSB comes up so there for it applies to our cars. My dealer used the TSB I gave them and never said another word about it. Also I just pulled the TSB up again from alldata.com and it says: FORD:
2000-2003 FOCUS

ISSUE

Some vehicles equipped with the 2.0L engine

Not one mention of wagons and once again this comes up under my VIN#. They are just being asses. I have changed service departments once already due to them being hard to deal with. It is not uncommon for these people to not want to do work under warranty. Best bet is to call ford customer service tomorrow and ask them 800-392-3673 http://www.ford.com/en/support/conta...&source=botnav if it applies to your car then tell them what your dealer told you and then say that you want it fixed. They usually call the dealership and tell them to do there jobs and quite giving you crap. I've called about the place I get service a couple times, I know they hate me but they know me by name and are always nice to my face. Don't worry about pissing anyone off, look out for yourself and screw them.

Plain and simple, being nice gets you no where with the serivce dept.
