I didn't list a new timing belt. With that mileage ur playing with a ticking time bomb. Maybe I missed that in the ad? Other than that looks good

a FAIR price?

That would be somewhere just north of $4k IMO.

I removed your link for two reasons. First being that links to Ebay are not allowed on this site. Second, and more importantly(for your sake), if you really want that car you shouldn't show it around on an enthusiast site like this, because it's not often that a virgin SVT Focus comes up for sale(and someone might try to snipe you). Considering the mileage, I wouldn't go more than $5000.00

As for what to check for, I'm hoping an SVT guru(edit:one already has!) or two will pop in and point you in the right direction. In the meantime, check out the SVT Performance Chat for more info.

Might help

I'm not a guru but I have an 02 since last march bought with 116k. If possible find somewhere to get it up and have it looked at like with any car by a mechanic. If you can't then check clutch master cylinder for leaks, check out rear suspension I had to replace all mine( springs shocks all arms bc of bushings) as well as front struts springs endlinks n hardware, t-stat housing, check out the whole exhaust condition, bad rust etc try and shimmy under the front and back make sure headers oil pan etc didn't scrape bad. ummm start it cold see how it acts, make sure the dual stage intake works, listen for wheel bearing noise, feel for weird vibrations and sounds, make sure motor mounts feel ok. Good luck

if you can manage it look at the belts themself and pull the dipstick out to see how the oil looks. if you have a battery tester test the battery. pay attention for the clutch slipping.
