You need to see if your DSI (dual stage intake) lever is broken, mounted on the side of the intake manifold, underneath the throttle body, tucked down there a little bit. If that's not broken, check to see if your IMRC (intake manifold runner control) module is working. Best way to check is get a friend to turn your car on then have them turn it off. The lever should switch back to short runners. If there's no change, the module is busted and stuck on long runners (good for low end torque, bad for top end flow).

Yeah, it could be something with the IMRC. The actuator will go bad. After 115,000 miles, I just replaced mine. The DSI clip breaks as well although I've never had a problem with it that I can remember.

Search for IMRC and/or DSI clip and see if any of that information helps.

If the actuator fails it should fail the the short runner position..... which mean no bottom end but good top end which is opposite of what hes going through.

^^i was thinking the same thing.

unless is completely oil-gunked in there AND the IMRC/DSI has failed. in which case, it may be possible to be stuck in long runner position.

there are many times where i will turn the car off and it takes MINUTES for the runners to fall back into long position. this is from the PCV system. i plan on removing the intake and cleaning all the oil out of it and never attaching the PCV system to it again. a vaccum block will be attached instead.

Yeah, come to think of it, when my actuator failed, I had no low end power...
