IMRC staying open?

So I've been researching the IMRC issue just to check if mine is working properly. Upon startup the IMRC lever is supposed to 'cycle', meaning open and close. But upon startup, my IMRC just opens, and stays in that position.

And by open, I mean the lever is pulled towards the nose of the car. When it's turned off, it goes to the default position.

So I'm thinking that this isn't normal, but is this how it's supposed to work or is there something definitely wrong with my IMRC?

That's the way it goes. When the car is started or turned on the runners change to the long positon, and when you get up in the rpm range the runners move back to the rest position or short. And when you shut the car off sometime you hear them move back.
