Another VCT problem

A long story short PO1380 and 1381

I have had the car for 9000KM, and the performance decreases more and more. I have changed ALL tune up items, plugs, wires, MAF, fuel filter etc.
The other day at WOT the car seemed like it was hesistating on accel. After about 3000RPM it was slow. (more then normal)

Friday night, I got 2 VCT codes. The car is running very poor at ilde. It also smells like it may be running rich. I notice a lack of power, but not so much at higher RPM's.

Does the VCT system ever fail partially? I never had a code or rough idle before, but the power is allmost the same. Just this past friday. Maybe it just finally gave up 100%. When I did my valve cover gasket, I forgot to plug the VCT back in. The car ran the same as allways, but I got a CKT fault of some kind. So thats when I realized it was unpluged. Shouldnt it run poorer when un-plugged? Anybody see that before?

According to OnDemand5, there is only one way to test the solenoid. If the camshaft timeing is OK, the solenoid may be at fault. If I get my DVOM out and test the pins at the connector, It should have 3-6ohms of resitance. Anything outside that range, and the solenoid needs to be replaced. I have a Cam and crank signal, so I know it's not that. I hate just installing parts and hopeing it works. Is there a more detiled diagnostic procedure for VCT system?

I still need to check the belt and test the solenoid, but my hood is frozen shut, so it will have to wait till tommorow I was just hoping someone would know more about this.

You should see a BIG change in power between the VCT hooked up and unhooked , There are 3 things it could be
