I would not suggest sanding them, but I could be wrong. It might be ok. However, there are many different brands of glass polishes.

So which of the ~$20 "Headlight Restoring" kits is best?

Do they all work the same, and need prepping with fine sandpaper?

I used the permatex kit. It worked pretty well and it's cheap.

Another product that is readily available now is called "Plexus". It was invented years ago to clean plastic canopies and windows on military aircraft and then became very popular with the private pilot and aircraft crowd. It cleans up light haze pretty easily and with minimal rubbing. It won't, however, remove deep scratches, etc. Found it at Staples or Office Depot (can't remember which one)
