File a complaint or just ignore it. Like others have stated you cannot legally be given a ticket if the officer wasn't there to witness the act. If I had your license plate number I could call the local PD and make up any story I want about you driving recklessly. That doesn't give the police any grounds to give you a ticket.

I would go the route of filing a complaint, just incase you are ever stopped by this officer in the future. I would want there to be a record of him harassing me incase he tries to give me a laundry list of BS tickets.
