Grinding in 1st & 3rd gears

Hi all this is my first post I have a 99 year ghia model diesel estate just a standard workhorse. I noticed it a while back that it developed this problem and it worsens the longer you drive the car i.e. pulling away from lights in 1st is a grind and driving at 45mph changing up to 3rd it usually does the same it almost as if you are only half pressing the clutch. I took it to some shoddy looking gearbox mechanic and he hardly looked at it and said 395 for a gearbox rebuild its "probably the syncro rings" ? Is he rigt or wrong is this price right or could it be something else the only other comment I could make is that it feels a bit lumpy going up to 1st and 3rd the first lump is where the grind starts and the second lump is when its finally in gear.

It flies but it grinds
