No on the membership requirement.
Most clubs will let you race, unless it's a larger Divisional or Regional type event.

But...
Membership does have it's priveleges.
It's generally less expensive (charge different rates for non-members),
to the point that in a half-dozen events, you'll make up for the cost of the membership.
You also get an annual subscription to Sports Car Mag, and...STICKERS!

Seriously though, if you get to an event, and like it (you will), I'd highly recommend joining up.

Not to mention getting super-cool opportunities like being a Corner-worker at road races, which can eventually turn into being a safety worker at major professional races. We had at least one guy at the US Grand Prix a couple years ago, and every race you see on TV probably has SCCA members on every corner, just feet from the action.

I remember being right at the downshift point after a long straight, and had the shockwave from a 10,000 RPM full-race RX-7 punch me in the chest as it downshifted for the corner 5 feet from me.
