87octane should i use higher?
You can TRY, but I'd be surprised if you can get more miles per dollar from using higher octane.

i plan on Short ram intake
performance plugs and wires to start with
will this make a noticeable diff?
HELP this FOCI NOOBIE!!!
I suspect not. Spark plugs isn't the limitations in an ordinary engine. There was a brand of plugs called Split Fire and they made claims of improved efficiency and performance, but they could not prove their case and FTC ordered them to stop making the claims until they can substantiate it with competent scientific evidence.

Honestly, you're better off not making any modifications with the goal of improving mileage as you probably won't succeed. Ford already tried hard to raise the CAFE rating and if it was such an easy implement, it would already be in it stock.

Man am I lucky, 04SVTF and if I stay out of it i get 30-32mpg. When I first got the car and drove it to college I got 41 and the car had no mods. Now all hwy I get 34-36 mpg. I can thrash on it all day and my mpg will drop to about 20-23. When I went to the strip last fall I started out on 3/4, drove 30 miles to the strip. I did a total of 8 1/4 mile runs and then drove back and had just a bit over 1/2 left.

Law went into effect in Oregon mandating 10% ethanol around the year, so I suspect it's going to lower the average mileage for everyone.

It went into effect in Portland Metro area in January and it's going into effect throughout the state this year.

'03 SVT with Tom's tune for 93 octane and a stock motor, mostly stop and go suburban driving with occasional short runs on the interstate. MPG range 20-25, calculated at "click off" of gas pump when filling up.
