Best Headlights For The Price

I really want to upgrade my headlights, and I don't mean the housing but the bulb itself. I have an 01 which holds a 9003 Bulb and I want to get that bright white/blue without having to go to HID or spending $40-$50. Anyone know of any good lights?

Not going to get anything that will last for under $40. Hella High Performance Xenon Blue and Sylvania ZXE are the only options that will actually perform. Hellas over the ZXEs though. I've gone thru A LOT of different bulbs. Trying to save money doesn't work out very well.

Ive never had a set of Osrams
I don't like the Philips. Still get yellowish output
PIAAs are really sensitive to vibration. Never had the Night Techs but never had luck with their other bulbs. Good output. They just don't last.

So I'm looking at Hella High Performance 2.0s
Sylvania ZXE
And PIAA Extreme White Plus

Also, are there any foglights(899) that would go with any of these to be just as white and bright? I know HIDs work well there but that would really overpower the headlights themselves.

A word of warning for you and anyone else who may read this thread:

Don't put HID's in your foglights or any other Halogen sockets because your lights will blind other drivers. Stick with Halogen bulbs or completely retrofit your foglights with projectors and use whatever bulbs you like.

HIDs really don't matter in fogs. Light output isn't affected like in headlights with reflective bowls.

No actually not, because you can hardly even tell they are HIDs if you use the right temp bulbs. 4300k would be great. Heck, usually LED fogs tend to be brighter, and usually yellow ones are better in fog.
