Flooding/Loading up on start up

I have a 2004 SVT focus. When it sits and gets completely cold, it is flooding/loading up on fuel at start. Some times it will start normally. Occasionally I have to force it into clear flood mode in order to get it going. I was hoping you folks could point me in the direction of what to check. It seems to run fine once it warms up. It has only done this when it is completely cold.

I've seen this posted as being fairly common on stock SVT's.

Cranking with the gas pedal down first, then releasing to let start, seems to be the "answer" to avoid problems.

Aftermarket "Tune" helps with the issue - nice to have for the added power & driveability but it's expensive just for the one problem.
