Oem wheel fitament

I have a 2013 ford focus se with stock oem 16 inch alloy wheels. I purchased a set of 4 oem 17 inch snowflake wheels from a 2013 focus se with the 201a package. My question is why do these wheels not sit flush with the brakes (front and rear)? They seem to be too tight to fit totally onto the hub or am I missing something

If those new wheels are 5X108 5 lugs, they will fit perfectly with zero issues

Make sure someone didn't put a hub ring inside the wheel to fit on a car with a smaller hub. If they are factory wheels there is no reason why they shouldn't fit though.
